Hamlet man charged with dealing heroin; woman charged with narcotics possession

On Monday, Oct. 30, 2017, at approximately 4:45 p.m., members of the Fugitive Apprehension Street Team (FAST) / United States Marshal Great Lakes Fugitive Task Force) were attempting to locate two individuals in the Hamlet, Indiana, area. These individuals were wanted out of LaPorte County and Marshall County, IN, and the State of New Jersey on narcotics-related charges. After staying in the area for several hours the suspects were seen arriving at their residence, 0943 East 850, South Hamlet, IN.

Members of FAST identified and took into custody Kevin Kissam, 37, on an extraditable warrant out of the State of New Jersey for Distribution of Dangerous Drugs. Also taken into custody for warrants of Possession of Narcotic Drugs out of LaPorte County and Marshall County, IN, was Ava Strieter, 32.


After being taken into custody but still on scene, Kissam was seen dropping and kicking something under the rear tire of the vehicle. The item he was discarding was determined to be a clear plastic bag full of a whitish brown, rocky powder. The item was field tested for narcotics and tested positive for heroin. It would be later weighed, totaling 15.8 grams. This amount of narcotics under Indiana law is a Level 2 Felony (Dealing in Cocaine or Narcotic Drug over 10 grams). Also taken as evidence was $830 in cash that was in Kissam’s pocket.

Assisting FAST with the arrest were deputies from the LaPorte County Sheriff’s Office and the Kingsford Heights Police Department. The case has been turned over to the LaPorte County Prosecutor’s Office.
