Woman arrested for theft of police pension payments

Pamela A. Westphal, 62, of Michigan City, Ind., has been arrested in connection with the theft of funds from the Michigan City Police Department’s pension program, officials said.

An investigation began in January by the MCPD and the Indiana State Board of Accounts when it was learned that pension funds were continuing to be deposited into a beneficiary’s account, even though that beneficiary had died in 2015. The pension board had not been notified of the person’s death. The deposited funds were being managed by the executor of the deceased beneficiary’s estate, Pamela Westphal.

Following a joint investigation by MCPD Det./Sgt. Anna Painter and an Indiana State Board of Accounts investigator, a warrant for Westphal’s arrest was issued on one count of Theft as a Level 5 Felony. Police said that on Sept. 3 Westphal was arrested by the Fugitive Apprehension Street Team (FAST).

She was released from the LaPorte County Jail on a $15,000 cash bond. She has a court date on Oct. 29 in La Porte Superior Court 1.
